Underwater Strobes:

Part 6. Flashtubes (continued):

Flashtubes

Straight Flashtube   Circular Flashtube

Generally, circular flashtubes are only found on the more expensive line of strobes, but it's worth the extra cost. Circular flashtubes create the most pleasing light and, after all, that's the whole purpose of a strobe:  adding light.

Another advantage of circular flashtubes is that they leave a gap in the middle of the reflector, and smart manufacturers were quick to use this space to incorporate modeling (target) lights.

A target light is small flashlight that pinpoints the strobe's output, helping the photographer to position the strobe accurately. In general, modeling lights are somewhat underpowered for shooting in situations where there is a lot of ambient light; but in darker areas, or especially on night dives, they are indispensable.
